Former Trump Crypto Adviser Bo Hines Reportedly Held Stake…

A consulting firm co-founded and partly owned by former White House crypto adviser Bo Hines received about $6.3 million through a Tether-linked arrangement while Hines was helping advance U.S. stablecoin legislation, according to a Wall Street Journal investigation.

The report said Hines retained a one-third stake in Nxum while serving as executive director of the White House digital-assets policy group. The first payment connected to the Tether arrangement was made in May 2025, while Hines was still in government and roughly two months before President Donald Trump signed the GENIUS Act into law.

The timing creates a conflict-of-interest question rather than proof of wrongdoing. Nxum told the Journal that Hines did not know about or work on its Tether business while serving in government and received no money derived from Tether during that period. No criminal charge or publicly reported government ethics referral has been brought against Hines over the arrangement.

What Did Nxum Receive From Tether?

According to the Journal, Nxum did not contract directly with Tether. The arrangement ran through Notorious, a marketing company operated by Peter Vincer, under a contract reportedly worth $415,000 per month and billed in six-month installments.

The first $2.49 million payment was sent in May 2025, with most of the money ultimately going to a wallet used by Nxum after the intermediary retained its portion. Additional installments followed after Hines left the White House, bringing the amount reportedly earned by Nxum from the arrangement to about $6.3 million.

The Journal also reported that Hines remained in a Signal group with Nxum partners while in government and shared updates and talking points about the GENIUS Act. Among the reported discussions was support for a longer compliance window for parts of the stablecoin framework.

That issue was commercially important to the industry. FinanceFeeds previously reported allegations that changes to the GENIUS Act could give foreign stablecoin issuers including Tether more time and regulatory flexibility. The final statute contains different transition periods depending on the activity and issuer involved, making the precise benefit dependent on how regulators implement those provisions.

    Investor Takeaway

The central issue is not simply that Hines later joined Tether, but that a company he partly owned reportedly received Tether-linked payments while stablecoin legislation affecting the issuer was being developed.

    Why Does Hines’ Ownership Matter?

Federal ethics rules generally restrict executive-branch employees from participating personally and substantially in matters that have a direct and predictable effect on their financial interests. Those rules can extend to certain legislation and policymaking involving an identifiable industry.

That does not establish that Hines violated those requirements. Determining whether a conflict existed would require facts including the nature of his ownership interest, any ethics agreement or waiver, the scope of any recusal and whether specific government actions had the required effect on his financial interests.

Nxum’s position is that Hines stepped away from the company’s operations and was unaware of its Tether engagement while working at the White House. The Journal’s reported Signal messages create a separate question about how completely Hines had separated himself from his former business partners, but they do not by themselves establish that he participated in Nxum’s Tether contract.

How Did Hines Move From the White House to Tether?

Hines left his White House role in August 2025, weeks after Trump signed the GENIUS Act on July 18. Tether appointed him strategic adviser for digital assets and U.S. strategy on August 19 and subsequently named him to lead its U.S. stablecoin operation.

That business has since become part of Tether’s response to the new regulatory regime. In January 2026, Tether launched USA₮ for the U.S. market, with Anchorage Digital Bank acting as issuer and Hines leading the Tether USA₮ operation.

The structure separates Tether’s U.S.-regulated product from its globally dominant USDT stablecoin, which is issued offshore and faces a different route into the American market under the GENIUS Act.

    Investor Takeaway

The allegations add political and reputational risk around Tether just as regulators are determining how foreign stablecoins such as USDT can operate under the new U.S. framework.

Why Does the GENIUS Act Timeline Matter Now?

The law is still moving from legislation to implementation. Regulators missed the July 2026 deadline Congress set for completing the rulemaking process, leaving several major requirements unresolved. FinanceFeeds reported that GENIUS Act rules remained unfinished as the expected 2027 effective date approached.

The statute becomes effective on the earlier of 18 months after enactment or 120 days after the primary federal stablecoin regulators issue final implementing regulations. Treasury currently expects January 18, 2027.

That makes the Hines report relevant beyond the original legislative process. Federal agencies are still deciding how licensing, reserves, foreign issuers and stablecoin distribution will work in practice, while Hines now leads a Tether business designed specifically around the framework he previously helped advance from inside the White House.
